For me should be

Somebody always shows that something that hadn’t discuss were something that had been discussed.

Then they will says ” I thought you’d agreed that day….”

What you say is also true. I guess the attitude of people to push things around and take ownership without actually doing anything is what hurts. Work place is one where these things are prevalent but I have seen this happening in gatherings and other places of discussion as well.
